Sullivan County adopts CPCNH policies; Springfield presented options for community power

A representative of the Community Power Coalition of New Hampshire (CPCNH) told the Springfield Selectboard on Sept. 22 that Sullivan County voted that day to adopt CPCNH contracts and policies, positioning the county to launch a community power program in February 2026.
Andrew Patch of CPCNH briefed the board on three pathways for Springfield residents: individual opt‑in to the county program after it launches; a town vote to adopt an opt‑out enrollment model with an ability for residents to opt out; or creation of a Springfield‑specific community power program. Patch said the choice of pathway "does not preclude Springfield from moving forward on the County side" and that "none of those scenarios will affect rates for participating rate payers." He added that 60 communities currently operate community power programs serving nearly 200,000 customers.
The Selectboard asked for continued updates as Sullivan County finalizes its program. No formal action or vote by Springfield was taken at the Sept. 22 meeting.
Why it matters: Community power (also called municipal aggregation) affects the electricity supply portion of customer bills and can influence energy sourcing and procurement strategies. The county’s adoption of CPCNH policies creates a near‑term option for Springfield residents but preserves the town’s ability to pursue an independent approach later.
