Broken Bow council appoints East Ward member, names city engineer and approves website update

At its Feb. 11 meeting, the Broken Bow City Council appointed David Schmidt to the East Ward, named JEO Consulting Group as city engineer for 2020, approved a $7,480 website upgrade and authorized bills totaling $197,609.92; the council agreed to vote next meeting on a Street Improvement District for Memorial Drive.
Broken Bow Mayor Rod Sonnichsen called the City Council to order Feb. 11 at 6:00 p.m. at the Broken Bow Library and confirmed the availability of the open meetings law.
The council approved the consent agenda by motion of Councilmember Holcomb, seconded by Councilmember Miller. The consent items included the minutes of the Jan. 28 meeting, the Fire Department roster and the EMS roster with the removal of Mark Rempe. The meeting record lists vendor payments and bills presented to the council with Total Bills = $197,609.92; the roll-call vote carried with Holcomb, Miller and Myers voting aye.
Mayor Sonnichsen recommended David Schmidt to fill the East Ward vacancy. The council approved the appointment on a motion by Miller, seconded by Holcomb; Councilmembers Myers, Miller and Holcomb voted aye and the motion carried. City Attorney Jason White then administered the oath of office to Schmidt.
The council moved, on a motion by Holcomb and seconded by Miller, to appoint JEO Consulting Group Inc. as the City Engineer for 2020. The roll-call vote was unanimous: Holcomb, Myers, Miller and Schmidt voted in favor.
Also on the consent/action docket, the council approved an estimate to update the city’s website with add-on features for agendas, minutes, ordinances and resolutions. The project estimate is $7,480.00; the motion (Holcomb, seconded by Miller) passed with Myers, Miller, Schmidt and Holcomb voting aye.
City Attorney Jason White explained that the purpose of a Blight and Substandard Study is to enable Tax Increment Financing (TIF) projects; he noted the city’s last study was completed in 2014 and said the city will obtain a quote for an updated study and map. Council members also discussed a possible paving project on Memorial Drive. White outlined that a Street Improvement District, if created, would allow the city to bond the project or assess property owners for improvements; the council agreed to take a vote on whether to create such a district at the next meeting.
Mayor Sonnichsen read a Gambling Awareness Proclamation and City Clerk Stephanie M. Wright reviewed a status update from JEO Consulting Group for the council. The mayor opened the floor for public comment; there were no speakers. The council adjourned at 6:29 p.m. on a motion by Miller, seconded by Holcomb; the roll-call vote was recorded as unanimous in favor.
What’s next: The council scheduled consideration at the next meeting of whether to create a Street Improvement District for Memorial Drive; the council will also proceed with obtaining a quote for an updated Blight and Substandard Study to support potential TIF projects.
