Cochise County adopts FY 2026–27 budgets for six light improvement districts

The Cochise County Board of Supervisors adopted final fiscal year 2026–27 budgets for six light improvement districts during a July 7 meeting in Bisbee, with each budget approved by voice vote 3-0.
The action covered budgets for the Bowie, Golden Acres, Naco, Porterville and SunSites Light Improvement Districts. Supervisors opened a public hearing, heard no public comment, and approved the budgets after a handful of small amendments to correct rounding errors.
Supervisor Gomez moved to adopt the Bowie Light Improvement District budget at $15,053, and the motion carried. A separate motion approved Golden Acres’s budget at $7,936. For the Naco Light Improvement District, the board approved a one-dollar amendment to lower the proposed $9,025 budget to $9,024 before adopting it. The Porterville Light Improvement District budget was adjusted from $38,597 to $38,596 to correct a state form rounding issue. The board also amended the SunSites budget down $2, approving it at $42,688.
The budgets passed without public comment and with unanimous voice votes. The meeting record shows Supervisors Crosby, Gomez and Antinori voting in favor of each item.
During discussion of the Porterville budget, Supervisor Gomez noted the budget had increased by about $5,000 compared with prior years and asked for better assurance that the county is getting value for the spending. "This is quite an increase," Gomez said, adding that the county should confirm that lights are functioning and that APS is making required repairs. Gomez suggested getting regular reports from APS, encouraging residents to use an APS outage app, and asking sheriff's deputies to report outages they encounter while on patrol.
Clerical and staff corrections drove the small dollar amendments. The chair closed the public hearing after confirming no members of the public had signed up to speak, and said the board would move on to the library district agenda items at a future meeting.
