Middletown to repurpose park CIP funds for salt storage and a security camera at Burnt Bridge Crossing Park

The Town Administrator said the FY26 General Fund CIP currently includes $75,000 for fencing and $30,000 for electric at Harris Farm. Staff proposed placing those fence and electric line‑item expenses on hold while the Burnt Bridge Crossing Park Master Plan is completed and instead using a portion of the existing funds to convert concrete structures on the property into salt storage at an estimated cost of about $50,000. Staff also proposed mounting an extra town‑owned security camera on the milk barn for surveillance at an estimated cost of roughly $6,000, which the Town Administrator said includes monthly Comcast/Glo‑Fiber costs. Signs will be posted indicating the area is under surveillance.
According to the Town Administrator, no formal budget amendment is needed "since the monies are not being moved from the current line item." Staff were directed to review the terms and conditions of the Glo‑Fiber contract for town accounts because the service may be free or less expensive under the contract, which could reduce the monthly cost.
The board expressed no recorded objections and agreed by consensus to proceed with the repurposing plan. The action was recorded as a consensus decision rather than a formal approved motion with a recorded vote.
Next steps: staff will coordinate the conversion of the concrete structures for salt storage, mount the camera on the milk barn, post surveillance signage and report back as the Burnt Bridge Crossing Park Master Plan work proceeds.
