Commissioners approve Wild Horse Ranch community center conditional use permit with environmental conditions

The Albany County Board of County Commissioners voted to approve a conditional use application from the Wild Horse Ranch Property Owners Association to build a community center on approximately 35 acres, subject to staff and agency-recommended conditions to protect nearby wetlands and wildlife.
Planning staff (David) summarized the proposal and review comments from state and local resource agencies. He said the application includes use limited to community members, storage for fire-suppression equipment, and access to Lake Haddie, and that a portion of the property sits within a floodplain. "Really, just to summarize it, the 2 main issues are the pronghorn wintering habitat...So building outside of the times when that's being used, and then just building away from the flood plain," David told the board.
The planning review noted the State Engineer's Office advised wells must be permitted through its office and recommended consultation because of potential groundwater–surface-water interconnection with the Platte River Recovery Implementation Program. The Laramie Rivers Conservation District recommended minimizing land disturbance and reclaiming disturbed areas with native grasses; Wyoming Game and Fish recommended measures to protect aquatic habitat and pronghorn winter range.
The board approved the conditional use permit and added conditions requiring documentation that the building and wastewater system will be sited outside the floodplain, that development activities avoid the floodplain, and that the conservation district and Game and Fish recommendations be followed.
Commissioner (S4) moved to approve the application adopting staff findings and adding the conditions; the motion carried on a recorded voice vote.
