Hammond board approves alley vacation, sidewalk repairs, appoints new attorney and denies vicious-dog appeal

HAMMOND, Wis. — At its June 22 meeting the Village of Hammond Board approved a slate of routine actions including vacating alleys, authorizing sidewalk repairs, approving a library book locker funded by a grant, permitting a vegetable stand, appointing new legal counsel, and denying an appeal of a vicious-dog classification.
Resolution 20260608: Trustee Dan Curran moved to vacate the alleys between Clark and Adams Streets and to obtain two quotes for removal of a dying ash tree near Omann’s. Trustee Kim Olson seconded; the board approved the resolution on a roll-call vote with all present voting Aye.
Sidewalk and library approvals: Trustee Kim Olson moved to repair the sidewalk in front of Golf View Mobile Home Park at a cost of $3,500; Trustee Bob Trudell seconded and the motion passed unanimously. Trustee Bob Trudell later moved to approve purchasing a book locker for the library to be paid for by a grant; Trustee Kim Olson seconded and that motion also passed on a unanimous roll call.
Vegetable stand permit: The board approved Comfort Acres LLC’s request to place a vegetable stand in the Village Hall parking lot for 2026 after a motion from Trustee Olson and second by Trustee Trudell.
Appointment of legal counsel: The board voted to appoint Loberg Law Offices as the Village Attorney. Trustee Kim Olson moved to appoint the firm and Trustee Dan Curran seconded. The roll-call vote was Birkeland Aye, Pabst Aye, Curran Aye, Bibeau Aye, Olson Aye and Trudell Nay; the motion carried 5–1.
Vicious-dog appeal denied: Owner Terry Erickson of 1275 2nd St explained an incident in which his dog escaped and a neighbor expressed fear the animal might bite children. Public commenters Steve Sanders and Brad McGee had earlier told the board they considered the dog vicious and that McGee’s family was "terrified." The board noted it lacks authority to change the ordinance and that, by the ordinance definition, the dog met the vicious classification. Trustee Lynn Pabst moved to deny the appeal; Trustee Dan Curran seconded and the motion passed unanimously.
Announcements and adjournment: The board discussed noise complaints tied to the Madison Scouts and adjourned at 7:31 p.m. per a motion from Trustee Kim Olson.
