Hammond board orders sewer cost-of-service study, explores TID options and approves sewer extension contingent on property transfer

HAMMOND, Wis. — The Village of Hammond Board on June 22 voted to commission Ehlers & Associates to perform a cost-of-service analysis of the village sewer rates and to explore phased rate increases, and asked the firm to study whether to create a new tax incremental district (TID) or amend an existing one to cover redevelopment of the former county shop site.
Josh Low of Ehlers & Associates presented the firm’s findings to the board. Trustee Dan Curran moved that Ehlers perform a detailed cost-of-service analysis and evaluate options for phasing in any rate increases; Trustee Kim Olson seconded the motion, which passed on a roll-call vote with all trustees present voting Aye.
The board separately directed Ehlers to check feasibility of either creating TID #8 or amending TID #7 to support redevelopment of the old county shop area. Trustee Lynn Pabst moved the feasibility request, seconded by Trustee Olson; the motion passed unanimously.
Also on infrastructure, the board approved a sewer extension to the middle school proposed by M.H. Construction on the condition that the company transfer 2nd Street and part of the adjacent cemetery property to the Village. Trustee Kim Olson made the motion to approve the extension with that transfer condition; Trustee Dan Curran seconded. A roll-call vote recorded Aye votes from Trustees Birkeland, Pabst, Curran, Olson, Trudell and President Tony Bibeau, and the motion carried.
What happens next: Ehlers will complete the cost-of-service analysis and return recommendations on rate design and possible phase-in options. The TID feasibility work is expected to report back to the board before any formal establishment or amendment of a TID. The sewer extension approval is contingent on the property transfer condition stated in the motion; the minutes do not specify a timeline for that transfer or construction schedule.
