Community Advisory Committee advances Complete Streets recommendations, readies warrant article

At its Jan. 15 meeting the Temple Community Advisory Committee approved minutes, updated a support letter for the MAST Complete Streets Application and recommended two traffic-calming measures ("Entering Town Village" signs and painted narrowing lines); the Select Board requested the proposal be filed as a Town Meeting Warrant Article.
Chair Lilliane LeBel told committee members that she had presented a revised third version of the Community Advisory Committee's support letter at the Select Board meeting on Jan. 13 as part of the MAST Complete Streets Application 2025 effort. She said the letter includes two recommended measures to slow vehicles approaching the village: erect signs reading "Entering Town Village" and paint narrowing lines on the three main roads leading into the center of Temple.
The Select Board asked that the committee's proposal be submitted as a Warrant Article for the upcoming Town Meeting. LeBel said she drafted the warrant article and submitted it to Select Board Administrative Assistant Carole Singelais for the Board's processing.
The committee also handled routine business. Committee member Vivian Wills moved to approve the minutes from Oct. 16, 2025; LeBel seconded and the motion passed unanimously. LeBel reported she had submitted the committee's Annual Report to the Select Board as previously approved by members.
Members discussed two outreach ideas to accompany the safety push: sending a spring mailer to residents reminding drivers to watch for pedestrians and other modes of travel, and hosting a workshop on small farming ventures coordinated with the UNH New Farmers Program and local 4-H groups. LeBel said she would include the mailer reminder in her town newsletter CAC article.
The committee set its next meeting for March 19. The meeting adjourned at 7:45 p.m.
