Santaquin council approves senior-meals and youth-program contracts, clears consent agenda

The Santaquin City Council approved a package of program renewals and cleared a consent agenda at its July 7 meeting, including a renewal of the senior congregate-meal agreement with the Mountainland Association of Governments and annual contracts for cheer and martial-arts programming.
City Manager Norm Beagley (S3) told the council the senior meals contract is a routine annual renewal with funding roughly "a little less than $200" lower than last year but generally consistent with last year’s support. "This is a re up or renewal of the annual agreement that we have with the Mountainland Association of Governments for our congregate meal program," Beagley said, describing the Tuesday and Thursday senior lunches and some minor policy updates to implement.
Council also approved Resolution 0702 to continue the contracted cheer program and approved Resolution 0703 for martial-arts programming. Staff said last year was the first full season under a contractor model and the current renewals align the two contracts with consistent payment and credit-card terms; the martial-arts motion was amended on the floor to incorporate red-line edits so the agreements mirrored one another.
Council members asked about background-check procedures for contractors working with children and seniors. Beagley and staff said they offer background checks through the police department at no cost and will formalize a validation process for employees, contractors and volunteers so the council can verify compliance before programs begin.
The consent agenda included approval of minutes and bills and expenditures totaling $2,126,794.77; council members asked staff to prepare a short report on membership consolidations (Sam’s Club, Amazon) and cellular service lines so the council could review possible efficiencies.
All three program renewals passed after motions and recorded votes; one council member noted an abstention on a separate agenda item earlier in the meeting. Staff committed to returning any requested clarifications to the next work session or meeting.
