The Pompton Lakes Planning Board completed the municipal capital-review step for a Board of Education project at Hershfield Park that would replace the cinder track with a rubberized synthetic surface, install new bleachers on both sides of the field and build a new press box.
Faye Shi (speaker 11), the district engineer, said the plan calls for a four-lane synthetic running surface, roughly 800 home-side seats and about 500 visitor seats, new fencing and a 2.5-foot-deep stormwater basin sized to meet NJDEP requirements. She said most work will be within district-owned property and that demolition of the current press box will require an owner's-signoff and asbestos confirmation; the district is working to obtain records and will address any required abatement before demolition.
Board members asked about lighting (the district said existing field lights will be removed and no new field lighting is planned), permitting timelines and ADA access. The district said the project will likely need DEP review and individual permits and estimated design/permitting and construction would total about a year to 18 months. The board noted conditions for resolution compliance, including coordination on final lighting modeling and confirming asbestos documentation.
The board's resolution acknowledges the district satisfied the capital-review presentation requirement and states the project is not inconsistent with the municipal master plan. The board voted to approve the capital-review resolution, with conditions to be addressed in resolution compliance.
