Highway official reports withdrawn Dyke Road subdivision, culvert and equipment concerns; truck restriction to be checked with NHDOT

Highway official Doug Glover told the selectmen that the Dyke Road subdivision plan filed by Split Rock LLC has been withdrawn. Glover said property owners disagreed with the proposed driveway location because of ledge and water concerns and asked that the driveway be moved uphill; he recommended increasing a culvert from 18 inches to 30 inches but said the owners would need to coordinate with a neighbor because the flow would affect multiple properties.
Glover reported that JBC Utilities will be installing two crossings, that a trench permit is complete and that the utility is awaiting a $3,000 bond. He also said employee Josh Ashey will attend WMCC to upgrade his license so he can move equipment as required; the cost will be covered by the highway budget.
On equipment, Glover said the department’s sweeper is about 35 years old and likely needs replacement or a new attachment; he estimated a sweeper attachment available for a loader at about $26,000 and said funds would come from the Highway Heavy Equipment Capital Reserve Fund (CRF). He will also obtain an estimate for another door replacement at the highway garage, to be funded from the Highway Building CRF.
Glover told the board that asphalt prices are down while gravel and aggregate prices have risen and that a local asphalt source may be sold, which could require traveling farther for material. He suggested improving Clark Road by grinding and regraveling and allowing it to settle for a year before paving. The board discussed the possibility of banning heavy truck traffic on Streeter Pond Road and asked Jennifer Gaudette and Doug Glover to check with the New Hampshire Department of Transportation to determine whether such a restriction would affect the town’s Highway Block Grant funding. Glover also reported seeing an Irving Propane truck cross Crane Hill Bridge.
The meeting adjourned at 6:17 p.m.; the next regular meeting is Monday June 2, 2025 at 5:00 p.m. at the Crapo Building.
