Neighbors file dark-sky, property-condition complaint at 174 Moran Rd.; owner says lights are on timers and denies retaliation

Neighbors presented a signed letter to the Select Board on Jan. 27 alleging property-condition concerns, a “poultry” operation and a home business at 174 Moran Road that they say violate covenants recorded at the registry of deeds and town regulations. Kari Dugas read the letter and submitted signatures from neighbors.
The property owner, Wendy Wing, was present and told the board she has photos and videos and that the house and barn "have been there for 20+ years." Wing said the lights are on a timer and “do not shine all night,” and that she believes the complaint is motivated by retaliation. Board members said Dugas’s letter will be sent to the town’s legal department for review; they also said efforts to inspect the property have been limited because Wing will not allow people onto her property.
The board recorded that the item will remain on the agenda pending legal review. No enforcement action was taken at the meeting and no findings were announced.
