Planning staff asks commission to advertise Jan. 21 public hearing on revised Dunkirk Town Center master plan

Planning staff asked the Calvert County Planning Commission on the evening's agenda to advertise a Jan. 21, 2026 public hearing on the revised Dunkirk Town Center master plan.
"In conclusion, planning and zoning seeks direction to advertise the public hearing on January 21 for the revised draft Dunkirk Town Center Master Plan," said Kat Lockwood, Planner II, Long Range with the Department of Planning and Zoning, summarizing staff recommendations and changes made in response to public and agency comments.
Lockwood told commissioners that the December 2025 draft includes revised language in Chapter 1 (Town Centers) and Chapter 3 (Dunkirk Town Center master plan), and that updates reflect agency, departmental and public comments received during the 60-day comment period. She said the draft also updates the section on fiber-optic services to reflect countywide expansion.
During the presentation Lockwood identified two parcels of 10 acres or larger that are partially encumbered by septic drainage fields, forest retention areas, stormwater facilities and planned rights of way; staff estimated approximately 8–10 developable acres across those parcels. "There are currently 2 parcels, 10 acres or larger that may be developed, but these parcels are encumbered ... Approximately 8 to 10 acres are developable on these parcels," Lockwood said.
Commissioners asked clarifying questions about those parcels and about other vacant properties in the northern part of the study area. Lockwood and Tay Harris, Long Range Planner, explained which parcels remain developable and which have constraints such as septic fields, stormwater facilities or planned road right-of-way.
After the presentation, a commissioner moved to schedule and duly advertise a public hearing on Jan. 21, 2026 on draft Chapter 1 (Town Centers) and draft Chapter 3 (Dunkirk Town Center master plan). The motion was seconded and passed on a voice vote.
The commission's next steps are to hold the public hearing on the advertised date and to consider public comment before advancing any recommended changes to the comprehensive plan updates.
The commission then moved to the next agenda item.
