County flags urgent roofing, termite and security needs; park upgrades and convenience-center delays also discussed

Halifax County staff told the Buildings & Grounds Committee on June 16 that several county properties require near-term action for roofs, pest mitigation and security upgrades, and that parks and convenience-center projects face follow-up and scheduling needs.
Jason Johnson reported that roofing quotes for the USDA Building have exceeded $100,000 and that Roofing Innovations will provide recommendations for immediate repairs and replacement timing. He also said termites were found at multiple county facilities — Administration Building, Bethune Complex, 911 Center and Fire Training Grounds — and that treatment costs were estimated to exceed $20,000; staff will explore using existing school-division contracts to reduce expense.
Courthouse safety and systems upgrades were also discussed. Johnson said a recurring courthouse fire alarm problem had been resolved after staff discovered a misconfigured fire pump; he recommended replacing copper telephone lines used for alarm communications with cellular systems to lower operating costs and improve reliability. The committee discussed upgrading panic alarms, fire-alarm communications and building monitoring.
Library roofing problems drew attention: Johnson reported significant water intrusion at the Halifax Library, including leaks through lighting fixtures, and said the ownership and operational status of rooftop solar panels is unknown; members directed staff to research permits and historical records to determine ownership and whether the panels remain functional or beneficial to the county.
At Edmunds Park, County Administrator Ron Brade said demolition of an unsafe structure had received positive resident feedback and that proposals for a splash pad, amphitheater relocation and other enhancements will be reviewed by the Recreation Advisory Committee and put through public input. Brade also reported discussions with Mr. Matthew Candland about increasing law-enforcement patrols to address reports of people camping on park grounds after hours; committee members discussed lighting improvements and a possible donation of lighting equipment from Hitachi.
The committee discussed convenience-center improvements such as compactors and oil-recycling containers and heard Supervisor Keith McDowell express concern about delays on approved projects in his district; Brade agreed to follow up with Public Works staff on schedules and runoff/containment measures.
The meeting concluded with a motion to adjourn moved by Supervisor Thompson and seconded by Committee Chair Keith McDowell; the motion passed 2–0 and the meeting adjourned at 3:05 p.m.
