Halifax County board names disc golf course for Bill Shortt, reschedules June meeting and authorizes FY2026 appropriation hearing

The Board voted 8‑0 to adopt Resolution 2026‑19 to name the disc golf course at Edmunds Park the "Bill Shortt Memorial Disc Golf Course at Edmunds Park," honoring the late Recreation Director Bill Shortt for his work developing the course. Supervisor P. Riddle moved the resolution and Vice Chair R. Smart seconded the motion.
To comply with statutory notice requirements tied to polling‑place relocations, staff recommended rescheduling the Board’s regular June 22 meeting to June 30, 2026, to align the public comment period for precinct changes; the Board approved the reschedule 8‑0.
Interim Finance Director Margaret Lindsey asked the Board to authorize a public hearing on FY2026 appropriations not to exceed $2,700,000, noting approximately $1.6 million related to school grant awards and other county requests (including opioid abatement funds); the Board voted 8‑0 to hold that public hearing on June 1, 2026. Staff said a more detailed appropriation summary would be provided before the June 1 meeting.
The Planning Commission also forwarded two CUP recommendations to the Board (Hope Center Ministries and a wedding/event venue by James E. Edmunds III); both Commission motions passed 7‑0. The Board had not recorded final action on the CUPs during the May 19 meeting.
