The Capital Projects and Operations Committee reviewed the city's capital improvement program (CIP) allocations July 8 and asked staff to validate an estimated unallocated balance before directing appropriations.
Jeff, a city staff presenter, said the FY26 CIP allocation shown in committee materials was $2,148,710 and that vehicle allocations totaled $300,700, including a $75,000 front-end loader down payment and a $70,000 recycling vehicle purchased earlier. He reported that paving allocations included a $445,000 line and said combining that and projected balances could leave roughly $451,422 unallocated in CIP once the audit is complete.
Jeff noted the Main Street pump station project came in near its $1,000,000 estimate and listed other items in recent CIP requests, but repeatedly cautioned committee members that final balances are subject to audit and that some requested items had been benched to preserve funds. "I can't guarantee it," he said when discussing ballpark figures tied to pre-audit accounts.
Committee members agreed with a cautious approach: the chair and multiple councilors asked staff not to appropriate from the reported unallocated balance until the audit is finalized and suggested keeping a reserve to respond to urgent needs. One member recommended an implementation timetable and prioritized roof and structural repairs as part of any room-by-room renovations tied to the community center plan.
Staff said they expect audit results soon and will return with validated figures to inform any CIP appropriations or recommendations.
