The Gullah Geechee Historic Neighborhoods CDC board voted to authorize staff to pursue a formal relationship with the Federal Home Loan Bank of Atlanta (FHLB), a step the director said would allow the CDC to apply for a range of affordable-housing and community-investment programs without committing the organization to a specific project.
Executive Director Mr. Boxley described the resolution and an incumbency certificate that would identify CDC signatories for future loan or grant products. “It does not bind us to any specific project at this time,” he said, and emphasized that any project-specific applications would be brought back to the board for approval. Attorney Richardson LaBruce characterized the FHLB documents as standard forms that primarily place an organization into application queues for available programs.
Several board members requested clarification about liabilities, program selection and oversight. One director said the resolution’s broad language made her uncomfortable and asked which specific FHLB programs the CDC should target. LaBruce said the wording is typical in bank documents and that striking the language might be possible but could slow the process; he reiterated that due diligence and project-level approvals would follow prior to any commitments.
After discussion, a board member moved the resolution and another seconded it. The board approved the authorization in a voice vote with a single recorded dissent. The director noted the CDC has already begun outreach and has connections with a local member bank (Optus Bank) that could help align the CDC with FHLB member-bank partners when specific funding opportunities arise.
The authorization allows staff to complete application steps with the FHLB; any particular loan or financing arrangement will require a subsequent board vote and detailed underwriting review.
