Commissioners debate Animal Shelter funding and governance; motion to guarantee $225,000 fails to clear two-thirds

County commissioners spent a substantial portion of their June 21 meeting debating funding and authority for the Carter County Animal Shelter after public comments raised governance concerns.
A motion by Gary Bailey, seconded by Mark Blevins, proposed giving the Animal Shelter $225,000 per year, allowing the shelter to keep revenues and not requiring return of unspent funds. Commissioners attempted to end debate on the motion; the procedural motion to cease discussion received 13 yes and 8 no and therefore failed to meet the two-thirds threshold required to move forward. Chairman Austin Jaynes later summarized budget calculations and said that the proposed figure would reduce anticipated shelter funding by about $75,103.88 compared with the county’s baseline budget for the year.
Public commenter Jim Winchester told the commission the existing agreement with the City of Elizabethton and Carter County grants the Animal Shelter Board full authority to govern the shelter and said a 501(c)(3) pathway "is off the table" in his view. Commissioners and city officials, including Elizabethton City Manager Daniel Estes and County Finance Director Brad Burke, advised that voting on the shelter budget before scheduled budget hearings (July 19) would be inappropriate; County Attorney Josh Hardin echoed legal and process concerns.
The commission did approve a separate donation of $1,535 to the Animal Shelter during the meeting, and discussion of the shelter’s budget and governance will continue as part of the formal budget process. No final, binding appropriation of $225,000 was adopted at the June meeting.
