Carter County commissioners approve redistricting committee, zoning floodplain changes and multiple budget amendments

Carter County commissioners met June 21 and adopted several administrative and budgetary measures, including a resolution to establish a redistricting committee and updates to the county zoning rules intended to maintain eligibility in the National Flood Insurance Program.
The commission adopted Resolution No. 798 to create a redistricting committee and Resolution No. 799 to exclude residents of correctional institutions who cannot legally register to vote from reapportionment calculations; both passed by voice vote (21 yes, 0 no). The panel also approved Resolution No. 800 amending the Carter County Regional Zoning Resolution to reduce flood hazards and preserve National Flood Insurance Program participation; that measure likewise passed (21 yes, 0 no).
On fiscal matters, the Budget Committee presented and the full commission approved a series of amendments and appropriations across multiple funds. Notable actions included approval of General Fund budget amendment #12 totaling $817,357.07 (with $10,242.93 coming from unassigned fund balance for specific items), School Federal Projects Fund #142 amendment totaling $1,273,170, and multiple General Purpose School Fund amendments. The commission also approved smaller fund amendments for Solid Waste, Health Department, Drug Control, Sports & Recreation, Highway/Public Works, Central Cafeteria and Head Start funds. Most measures passed unanimously or by recorded roll call.
The commission authorized reserving $80,000 (salary and benefits) to hire a Communications Officer contingent on selection of a winning bid for a countywide communications system and appropriated $1,620 for sheriff vehicle repeaters. Members also approved purchase of open-meeting/roll-call software using available General Fund monies after determining the expense did not meet American Rescue Plan guidelines; that motion passed with a single dissenting vote.
Chairman Travis Hill and Budget Chair Austin Jaynes presided over the session; Finance Director Brad Burke answered commissioners’ questions about the budget and explained a one-time IRS penalty recorded in the amendments was caused by an ACH deposit that was delayed during an employee emergency.
The meeting closed after several committee reports, the appointment of a Library Board member, and routine business.
