Carter County commissioners approve capital appropriations, budget amendments and employee bonuses

Key votes included a $312,327 appropriation for renovation of the second‑floor Financial Department area and new HVAC equipment. The motion, moved by Aaron Frazier and seconded by Mark Blevins, passed 17–4; commissioners Robert Acuff, Ginger Holdren, Travis Hill and Kelly Collins voted no.
The board also authorized a $502,000 purchase — a road tractor, front loader and roll‑off truck for the Landfill/Recycling Center — to be financed through an interagency loan agreement over three years. That motion passed unanimously.
On personnel costs, commissioners approved employee Christmas bonuses of $500 for full‑time employees and $250 for part‑time employees totaling $98,000, plus $15,337 in related benefits. The bonus vote passed with 19 yes and 2 abstentions (Willie Campbell and Isaiah Grindstaff). Finance Director Carolyn Watson explained the $15,337 figure was to cover the county’s portion of payroll related costs.
Other actions: the board approved surplus declarations for nine Ford vehicles from the Sheriff’s Department and two Jeep vehicles from the Planning Department for sale on GovDeals; a $12,000 donation to Loaves & Fishes Outreach Ministry for kitchen equipment; and smaller budget amendments and grant appropriations across county and school funds. Several motions were recorded as unanimous electronic votes.
What happens next: Finance staff will implement the appropriations and manage procurement and loan documentation where applicable; the HVAC and renovation project is expected to be charged to the Restricted for Capital Projects fund. The landfill equipment purchase will proceed under the agreed loan terms once procurement steps are completed.
