Carter County commissioners approve series of grants, budget amendments and $360,500 HVAC request

The Carter County Board of Commissioners on Sept. 16 approved a slate of grant contracts, budget amendments and resolutions that officials said will fund broadband work, education capital projects and health department infrastructure.
The board unanimously approved the Broadband Ready Communities Grant contract with the Tennessee Department of Economic and Community Development and accepted a Public Assistance Grant award tied to FEMA-4514-DR-TN, both motions moved by Budget Chair Robert Acuff. The board also approved Resolution 878 establishing program policies for the county’s 2024 HOME Program and authorized the THDA Home Contract for administrative and housing rehabilitation services with the First Tennessee Development District.
Those decisions were part of a longer budget session in which commissioners approved multiple fund transfers and budget amendments. Notable actions included:
- Education Capital Project Fund amendment 177-1: approval of a $5,000,000 transfer from the fund’s Unassigned Fund Balance (motion carried 19 yes, 5 no). - School Federal Projects Fund amendment 142-2: acceptance of $5,777,826 (motion carried 23 yes, 1 no). - General Purpose School Fund amendment 141-2: approval of $6,344,745.99 with $208,170 from the fund’s Unassigned Fund Balance (motion carried 20 yes, 3 no, 1 abstain) after a failed attempt to table specific items. - Head Start Fund amendment 145-1: $1,105,636 approved unanimously. - Food Service Fund amendment 143-1: $76,743 approved (with $38,743 drawn from the fund’s Unassigned Fund Balance). - County Fund Budget Amendment 101-2: $170,508.46 approved (with $1,000 from Unassigned Fund Balance). - Solid Waste Fund amendment 116-2: $10,920 approved. - Highway Fund amendments 131-2 ($1,000) and 131-2b ($191,500) approved.
During consideration of the school budget amendment, a motion by Commissioners Danny Deal and Julie Guinn to table two agenda items (numbers 11 and 15) failed 9–15; the full amendment later passed.
The board also voted to accept animal shelter donations totaling $21,703.00 (monetary) and $875.00 (non-monetary), and approved disposal of surplus property for General Administration.
An added budget item was taken up after the rules were suspended (motion carried 23–1). On that item, the board approved a request to seek $360,500 to replace the HVAC system at the Health Department; the request was described as a cost-reimbursement project contracted with the State of Tennessee and passed 23 yes, 1 no (Danny Deal opposed).
