Town Board rescinds earlier BAN, authorizes five-year BAN up to $174,000 for new truck

The Little Falls Town Board rescinded a prior BAN authorization and directed the town attorney to draw a five-year bond anticipation note for a 2025 Western Star cab/chassis not to exceed $174,000; dump body and plow equipment will be financed separately when delivered.
Supervisor Dan Casler said the town will limit its previously authorized financing to the new truck itself after learning that the dump body and plow equipment for the new snow plow will not arrive until next year.
On a motion by Councilman Mitch Soules, seconded by Councilman Anthony Viscomi, the board rescinded Resolution #53 (adopted July 9, 2024) and adopted Resolution #62 authorizing Town Attorney Nick Macri to prepare a five-year bond anticipation note (BAN) for purchase of a 2025 Western Star 6x4 cab/chassis not to exceed $174,000. The resolution was adopted by roll call with the supervisor and all present council members voting yes.
Casler also reported the town received a proposed $4,500 fee from Barton & Loguidice to write and submit a grant application, with an additional $500 to assist with survey questions; the board took no action on that quote at the meeting. Casler said he forwarded a sample Hold Harmless clause from NYMIR to Herkimer County Highway and the City of Little Falls to consider for inclusion in future town contracts.
The board’s action separates truck financing from equipment financing so that the town can issue financing for the vehicle immediately and delay an equipment BAN until delivery. No specific schedule for the later equipment BAN was set at the meeting.
The board adjourned routine business after completing the financing vote.
