Council members asked when construction would begin; city staff said plans and supporting materials have been submitted to the state Department of Transportation and the city is awaiting a final encroachment permit. Staff said an encroachment permit is the trigger for work within the DOT right-of-way, and once issued the contractor will be cleared to start work in the right-of-way.
Council discussed the contractor's prior work in the city and attendees noted AOS completed recent projects including a Center Street stretch and other local parking and road work. No member objected; the award was approved unanimously.
The award carries an express condition that work cannot begin in the DOT right-of-way until the encroachment permit is issued; the city will provide permit updates to council and the public as they become available.
