Township moves $600,000 to general fund, approves Peach Glen payment and weighs Ridge Road and composting options

Dickinson Township's Board of Supervisors on Aug. 19 adopted Resolution 2024-08 to transfer $600,000 from an F&M ICS account into the General Fund and approved Payment Request #1 for the Peach Glen Road project in the amount of $315,990.96.
Public Works Director Glenn Kelso reported Peach Glen Road paving is complete, shoulder work is scheduled and the township will tidy up and close out the project in about two weeks. The board approved the payment for Contract #1 by unanimous vote.
Kelso also provided an update on Ridge Road, which has received some DCNR-funded work and is used to access cabins, a radio tower for the township system and Michaux State Forest. He said portions of the road lie in Mt. Holly Borough, Dickinson Township and South Middleton Township and that right-of-way agreements, future maintenance responsibility, emergency access and public safety are unresolved. Chairman Rob Kole asked the solicitor to contact South Middleton Township for input on the section within that jurisdiction.
Kelso outlined composting options the township has explored, including joining another municipality’s facility, paying for access to a neighboring operation, or starting a township facility by purchasing a school property on the south side of the township (which could also provide storage and recreation space). Supervisor Jen DeGaetano said she would contact Carlisle School about the south-side property; no purchase decision or funding amount was recorded.
On human-resources support, the board conditionally accepted a Keystone Solutions proposal to provide interim manager services, recruitment assistance and targeted strategic planning. The acceptance is conditional on finalizing the scope of services and interviewing the proposed provider; the motion passed unanimously.
Chairman Rob Kole made the motion to adopt Resolution 2024-08 transferring funds; Supervisor Jen DeGaetano seconded. The board took the Peach Glen payment and the conditional acceptance of Keystone after motions and unanimous votes.
