Muncie Fire Merit Commission accepts amended charges and moves to schedule disciplinary hearing for Captain Troy Delaney

The Muncie Fire Merit Commission voted to accept amended charging documents and to proceed toward a disciplinary hearing for Captain Troy Delaney.

The commission’s chief told members he filed an original misconduct complaint on Feb. 13, 2025, and that a Delaware County Circuit Court preliminary injunction issued Aug. 11, 2025, stayed commission proceedings while related litigation in Marion County was resolved. After that litigation concluded in March 2026, the chief said he completed a review and submitted a second amended complaint and asked the commission to schedule a disciplinary hearing on the enclosed charges. Commissioners moved to accept the charging documents and to ask legal counsel to coordinate scheduling with the administrative hearing officer. During the roll call on the motion the transcript records affirmative responses for Kevin Coley, Victoria Rose, Andrew Dale and Mike Wedge; the motion carried and the commission agreed staff will notify Captain Delaney of the hearing schedule.
