Chester County Council approves first reading of temporary pause on data center approvals

Following an executive session on economic development sites and legal advice about land use regulations, Chester County Council voted unanimously June 15 to approve a title-only first reading of an ordinance imposing a temporary, countywide pause on the acceptance, processing and approval of data center developments.
Chairman Pete Wilson moved the motion, which Councilman Corey Guy seconded; the vote was 7-0. The measure directs staff to study and prepare data center development standards and invokes the pending ordinance doctrine to halt approvals while standards are developed.
Council stated items discussed in executive session (identified in the meeting as P2548, P2641 and P2648) were taken as information only when the council returned to open session. During council comments, Councilman Roy Brunson and Councilman William Killian expressed explicit support for the pause as a way to allow the council and staff to learn more about the industry and prepare regulations.
The action taken on June 15 was a first reading (title only); no final ordinance text was adopted that night. Next procedural steps include drafting the ordinance language and related development standards, which will require further council consideration and potentially public hearings before any permanent restrictions or new standards are adopted.
