Residents urge fixes after storm flooding on 1st and 2nd streets; board to seek engineering study

Residents of 1st and 2nd streets in Hewitt told the Village Board on April 22 that recent storm runoff flooded driveways and basements and left gravel washed into roadside ditches.
The residents, speaking during public comment, said water flows down from the north end of the streets and cannot drain past Yellowstone; one resident reported water reaching about 6–8 feet from their garage and basements having been flooded. Several residents said the problem has recurred and that conditions appear to have worsened since Yellowstone was paved five years ago.
Village President Marlene Stueland told the board that the Yellowstone paving project did not include the drainage work because it was not part of the grant that funded that resurfacing. Stueland said the village believes homeowners are responsible for culverts and repairs to their driveways while the village would cover ditching; an engineering evaluation will be needed to determine fixes and scope. County representatives are scheduled to inspect 1st and 2nd streets to advise next steps.
Board members said they will not proceed with additional chip sealing on 2nd Street until an engineer evaluates the drainage and shoulder concerns; the cross culvert on 2nd Street was identified as needing replacement because the shoulder is failing. The board noted it has the authority to require property owners to make necessary changes to their property if an engineering assessment supports that action.
The board also said a new Yellowstone Park project proposal will be drafted and issued for sealed bids; the current contractor quote was deemed insufficient. The engineer’s review of drainage on 1st and 2nd streets could affect the scope of that and related northern Maple Street improvements.
Next steps: the board will commission or otherwise obtain an engineering assessment of the drainage on 1st and 2nd streets and wait for county representativesinspection before taking construction action.
