Jessica Carter presented the Foundational Public Health Systems (FPHS) review and a May 2025 presentation by BME Strategies at the May 13 Public Health Excellence Grant Advisory Board meeting. The review identified shared‑staff strengths in environmental public‑health accountability and performance management and local‑staff strengths in communicable‑disease control and chronic‑disease and injury prevention. The assessment also identified weaker areas: access to linkage and clinical care (shared staff) and maternal, child, and family health (both shared and local staff), as well as assessment and surveillance for local public health.
Carter said the PHE grant’s FY26 goal is to strengthen maternal, child and family health. She noted the Tri‑Town Nurse resigned in September 2025, which slowed progress on those deliverables; a newly hired nurse began in March 2026 and the board expects to resume planned activities. Carter said the nurse had developed programs such as walking groups for mothers and planned community outreach booths at local events.
Carter also reported on the April 11 Health and Wellness Fair: 31 vendors attended and she estimated about 60–65 people visited; vendors reported positive networking and the event helped meet some outreach deliverables. Board members discussed changing the event’s timing and location to improve turnout next year.
Administrative items at the meeting included approval of the Feb. 26, 2026 minutes (motion by Matt Greenfield, second by Ellen Eaton) and scheduling the next meeting for June 27, 2026, at 12:00 PM; Carter is slated to present the FY27 budget at that meeting. The board adjourned at 12:40 PM.
