Commission counsel explained July 7 that an application to allow outdoor music at Scotch Plains Tavern would be a modification to the restaurant’s existing Special Exception. Owner Fred Autorino described the local trend toward small live performances and proposed limiting music to small ensembles, no more than two nights a week in early evening hours with limited reach. General Manager Steven Cappabianca said the proposed performances would be lower-impact than some activity that occurred during the COVID period.
Commissioner Jane Siris said noise impacts and neighborhood controversy would be central to any hearing. Land Use Official Carey Duques and Commission counsel discussed process and enforcement mechanisms. The Commission did not take a vote on a modification at the meeting but by consensus agreed not to meet in August; commissioners then approved (6–1) a motion directing Carey Duques to schedule public hearings in September should an application arrive, with Jeff Lovelace recorded in opposition to that scheduling motion.
Next steps: if the Tavern files a formal modification, the Commission will schedule public hearings in September per the motion; neighbors should expect notice and opportunity to comment.
