The Public Health Excellence Grant Advisory Board on Feb. 26 confirmed the hire of Katie Kurpaska as the Tri‑Town Public Health Nurse, with an official start date of March 2, 2026, Jessica Carter reported. Kurpaska will begin onboarding with the Town of Middleton, receive Maven training and split her time equally among the three member communities; Topsfield will provide space for part of her training, Kevin Harutunian said.
The hiring follows board business that included approval of the Dec. 29, 2025 minutes (moved by Kevin Harutunian, seconded by Matthew Greenfield) and routine updates from health directors. Jessica Carter told the board that a candidate for a part‑time health inspector position is expected to begin by the end of March.
Health directors also gave local operational updates. John Bouley said Topsfield has received several Title V reports and is concentrating on financing; because of weather, septic installations have been quiet and staff are focused on post‑closure monitoring of the town landfill. Traci Mello reported that Middleton is moving to a new public‑health facility the following day and will reopen to the public the next Tuesday; the department has been onboarding new hires.
The board discussed workload and local support for the new nurse and inspector but took no formal additional staffing actions at the Feb. 26 meeting. The board adjourned at 12:40 PM.
