Hilbert board approves $1.125M ARIP Plappert Road agreement; village to pay $112,500 local share

The Village of Hilbert Board voted Sept. 10 to approve an Agricultural Roads Improvement Program (ARIP) agreement for the Plappert Road project, which staff estimated will cost $1.125 million. The village will be responsible for a 10% local match, or $112,500, and will solicit engineering bids to complete the project by its June 23, 2028 deadline.
Missy Kieso, who presented the grant agreement to the board, said the work spans several townships but noted Hilbert will lead because the road benefits a Hilbert business. "We will be getting bids from several engineers," she said. Trustee Lisa Krueger moved to approve the agreement; Trustee Stenklyft seconded and the motion carried.
Why it matters: the ARIP project represents a multi-year capital investment and commits a six-figure local match, which will be considered alongside other budget items during upcoming Budget Committee meetings that President Tom Roehrig emphasized trustees should attend.
Other utility and administrative items
The board accepted a two-year maintenance-assessment services contract with Action Appraisers, which staff said will increase from $6,000 to $7,000 annually and may require a 2025 reassessment. The motion to sign the agreement was moved by Trustee Stenklyft, seconded by Trustee Krueger, and carried.
On water-service matters, Kim Plate reported the village has obtained one quote to remove lead service lines at the Hein properties and is awaiting a second quote; more detail will come at the next meeting. Missy Kieso said the village applied to the Public Service Commission for a simplified rate case seeking a 4.1% water-rate increase, which, if approved, would take effect Jan. 1, 2025 and show on February billing; Kieso said the increase would raise the average water bill by approximately $1 per month.
The board also received routine reports — labor hours, building permits, recycling, and the August police-protection report — and approved minutes, treasurer reports and claims as presented.
