Commissioners adopt strategic plan, approve appointments and routine land, grant and voucher items

At their June 16 meeting Gunnison County commissioners adopted the 2026 Strategic Plan, appointed Ian Higgins as Western Colorado University's TAPP representative, approved a lot-cluster application and multiple letters of support, and authorized May vouchers and transfers. Several routine liquor licenses were also approved.
Gunnison County commissioners used their June 16 regular meeting to advance county policy and routine governance matters, including adoption of the county's 2026 Strategic Plan, appointments, land-use approvals and routine financial reports.
The Board unanimously adopted the 2026 Gunnison County Strategic Plan after staff confirmed that the plan's 300 housing-unit target includes the Whetstone project and no additional units are under consideration at this time. County Manager Matthew Birnie said staff incorporated comments from prior work sessions and that the Board had agreed to minor edits before adoption.
The Board also approved the nomination of Ian Higgins as the Western Colorado University representative to the Tourism and Prosperity Partnership Board (TAPP); Western's president Brad Baca and outgoing representative Gary Pierson voiced support. Planner Rachael Blondy presented and the Board approved lot-cluster application LUC-26-00023 to combine lots 11 and 12 in Blue Mesa Subdivision; applicant Cindy Keck was present and the motion carried unanimously.
Under a package of policy and advocacy items, the Board approved letters of support for HR 8523 (Public Lands Workforce Stability Act), S.4455 (legislation concerning federal public lands protections and the congressional budget process) and the 2026 Region 10 Enterprise Zone boundary amendment request. The Board directed staff to also send the HR 8523 and S.4455 letters to Representative Jeff Hurd. The Board also authorized a letter of support for Trout Unlimited's Gunnison Basin EQIP technical-assistance match grant application for Ohio Creek and Teachout Ditch projects.
Finance staff presented May financials: the Board approved May vouchers totaling $7,649,581.86 and cash transfers totaling $12,076,461.13. Staff noted a state jurisdiction-code error that had allocated RTA tax receipts to the wrong jurisdiction; the State is determining an appropriate correction.
Other routine items approved included liquor-license renewals and two special-event permits. There were no unscheduled public comments recorded.
