Schell told the council he has invested about $2 million to date and described tenants and renovation activity across the plaza. He requested relief from a recurring stormwater charge of roughly $1,300 per month until the property secures active leases, saying the amount is small but would be reinvested into the property. Schell said he is planning a 55,000-square-foot entertainment complex ("Rabbit Hole" miniature golf and an electric go-kart track among the attractions) and expects additional tenant improvements and investments that could bring total improvements on the Lewis and Clark Parkway corridor to roughly $10 million.
Redevelopment staff and council members said they would review the request and follow up. One staff member noted that Schell did not ask for incentives and that this work was driven by private investment.
Next steps: staff to evaluate the fee-relief request and follow up with the developer; any formal incentive or fee-waiver would return to council for action.
