Council approves easement to Duke Energy, votes to change May meeting date and adopts ERA resolution; firefighterscontract amendment ratified

The Clarksville Town Council on March 17 approved a package of routine and substantive actions, including a permanent easement for Duke Energy, a calendar change to accommodate election setup, a new Economic Revitalization Area designation for a local manufacturer and a temporary adjustment to the firefighters' collective bargaining agreement.
Council approved a permanent easement along an unimproved section of Kenwood Drive and along Krogan Drive to allow Duke Energy to install both aboveground and buried infrastructure to serve Origin Park and existing Krogan Drive lighting. Staff described the purpose of the easement; the motion passed on a recorded vote listed in the minutes as 5 in favor and 1 opposed.
On scheduling, council voted to cancel the May 5 meeting because the building is used by the county elections board for polling setup, and to hold that week's meeting on Tuesday, May 12 instead. The motion to change the date was made by Mr. Stotts and passed 6-0.
Council also moved forward with Resolution 2026-R04 to establish a Classic Trust Economic Revitalization Area for CBT Holding Company LLC, which staff said is seeking a property-tax abatement for a proposed 31,000-square-foot steel building at 2709 Blakiston Mill Road. Staff said the resolution's passage permits a later public hearing and a second reading required for an abatement application.
Separately, council ratified a temporary amendment to the firefighters' collective bargaining agreement that would allow the minimum shift staffing level to revert temporarily (per the language presented) to provide operational and financial flexibility and reduce overtime. Staff said the change does not reduce total firefighter positions and includes scheduled financial reporting and an expiration at year-end unless extended by mutual agreement; the amendment was approved 6-0.
The meeting also approved the consent agenda (minutes, claims, payroll and related items) by voice vote, recorded as passing 6-0.
Next steps: items that require further action include a public hearing and second reading for any tax-abatement application under the ERA designation; staff will process the forms and provide materials as needed.
