Hilbert board approves special assessments for Thorn Creek Drive and Tanglewood Way

The Village of Hilbert board on Jan. 14 approved a final resolution to levy special assessments for curb-and-gutter work on Thorn Creek Drive and Tanglewood Way, part of the Village Meadows urbanization project slated for 2025. President Tom Roehrig opened the public hearing at 5:30 p.m.; Missy Kieso presented the notice and packet that were mailed to affected residents explaining the scope of work. The project will include installation of curb and gutter, sanitary manhole adjustments and 4 inches of asphalt pavement beginning at Phase 2.

The board voted to adopt Resolution 2025-01, titled “Final Resolution Authorizing to Levy Special Assessments Under Municipal Police Power Pursuant to Section 66.0703 Wisconsin Statutes,” by roll call (motion Stenklyft; second Collins). The roll call vote read yes — Loose, Collins, Hunter, Pulley, Stenklyft and Roehrig. President Roehrig then declared the public hearing closed.

The special-assessment vote follows an earlier resolution of intent; Kieso told the board the notice packet outlined the Village’s intention and the assessment method for the curb-and-gutter portion of the work. The board recorded that the project is slated for completion in 2025 but did not specify an exact construction start date. The resolution cites Section 66.0703 of the Wisconsin Statutes as the authority for levying assessments.

The board moved on to other agenda items following the vote; residents who received the mailed notice were given the opportunity to attend the hearing, and no citizen questions were recorded in the minutes.
