Township to fund initial $10,000 engineering study to address Locke Lake outflow; county funding may be years away

Vice Chairman Mike Helman and the Silver Creek Township Board heard Aug. 6 from Commissioner Vetsch and County Engineer Chad Hausmann about steps to address water outflow from Locke Lake.
County officials said the township would be responsible for the first $10,000 of engineering costs to hire a consultant for a hydraulic analysis. If the analysis triggers a Town Bridge project, that engineering expense could be credited toward the project; if not, the $10,000 would remain the township’s cost. Officials cautioned that the project would require state approval and that county funding would not be immediately available. They estimated at least 1–2 years before county funds could be available and said that, depending on approvals, it could be 3–5 years before funds could be used.
Resident Johan Massmann urged the board to be aggressive in pursuing a fix for the lake’s outflow after officials outlined the process and timelines.
The township’s next step is to hire a consultant to perform the hydraulic study that will determine whether the work qualifies as a Town Bridge project and how engineering costs would be allocated. No formal motion to fund the study is recorded in the minutes; officials described the funding responsibilities and timelines during the presentation.
