Matt Lucia, Idaho Conservation Manager for the Greater Yellowstone Coalition, told Franklin County commissioners on March 9 that he is meeting with county officials across Southeast Idaho to better understand local public‑lands needs.
Commission Chair Robert Swainston said public lands are important for revenue and recreation but warned that failing road maintenance is eroding historical access. Commissioner Zan Bowles emphasized that public lands need better management. Commissioners and Lucia discussed poorly organized and overcrowded trailhead parking, concern about forest-service road closures or reclassifications reducing access, and the implications for Search and Rescue when roads deteriorate.
Lucia told the board that staff shortages and decreased workforce capacity are challenging maintenance and access; he said he will compile findings from the regional conversations and send a report to all county commissioners. Commissioners also noted that grazing access is vital to local ranchers and should be protected.
