Commissioners award Senior Center remodel to Raymond Construction for $182,479

Franklin County Commissioners voted April 7 to accept Raymond Construction’s low bid of $182,479 for the Senior Citizen Community Center remodel, contingent on confirmation of required bid documents by project manager Michael Hartvigsen of Jones and Demille Engineering. Commissioner Zach Stewart moved to accept the bid; Commissioner Zan Bowles seconded and the vote was unanimous.
Jones and Demille staff Michael Hartvigsen and Blaine Chadwick opened the bids. Ryan Harris of TD Contracting submitted a higher bid totaling $188,310; Raymond Construction provided the required addendum and a bid bond. Hartvigsen said he would review the paperwork to confirm the bid bond and other documents before the contract proceeds.
Kate Selvage, identified with SICOG, told the board that some work remains to satisfy the Department of Commerce before funding can be released. She said she would review the contract, schedule a pre-construction meeting and discuss a start and completion date with the county; she estimated it typically takes about a month to reach that point. Commissioner Zan Bowles asked to be included in meetings regarding the project timeline.
The board also completed routine procedural items, held an executive session under Idaho Code § 74-206(1)(c) to discuss acquiring an interest in real property, and adjourned at 9:56 a.m. The next meeting is set for April 13, 2026.
