Franklin County commissioners approve routine business, surplus sales and two subdivisions

The Franklin County Commissioners handled a slate of routine but binding actions at their March 9 meeting, approving the agenda and routine financial items, authorizing public surplus sales and greenlighting two subdivisions.
Commissioner Zan Bowles moved to adopt the agenda; Commissioner Chair Robert Swainston seconded and the motion passed unanimously. The board then approved the bills after noting airline tickets charged to the ambulance credit card to pick up a new ambulance. After review, the commissioners unanimously approved the Feb. 23, 2026 minutes.
On surplus property, the commissioners voted to list three quonset buildings at the fairgrounds for sale with a removal deadline of April 30, 2026. Clerk Camille Larsen reported that a 2011 Ford F350 ambulance posted twice on Public Surplus had received no bids; the board directed staff to repost the ambulance with a starting bid of $500.
The board accepted a piggyback chipping-oil procurement for road maintenance. Road Director Troy Moser presented the procurement and estimated the county needs roughly 700 tons; the minutes record a presented price of $5.42 per ton but show the motion to accept a $5.43-per-ton price (the record contains both figures). Commissioner Zan Bowles moved to accept the chipping-oil price as recorded; Commissioner Swainston seconded, and the vote was unanimous.
Treasurer Janet Kimpton told the board that Access Idaho can provide a QR-code Payport for rifle-range donations; Kevin Olsen will post the sign. Commissioners unanimously approved the amended Payport agreement.
On appointments and land use, the board approved the appointment of RaNae Egley to the Franklin County Medical Center Board. The commissioners also approved two subdivisions: Cottonwood Estates 2 and 3 (two lots on 2200 East), presented by developer Samuel Smith after Planning & Zoning confirmed fees and road-agreement completion, and Lamont Estates (two lots on 2200 East) presented by JT Wilde; septic approvals and fees were confirmed and the motions passed unanimously.
The meeting concluded after an executive session on personnel matters; the board adjourned at 11:07 a.m. and set its next regular meeting for March 23, 2026.
