Road and Bridge seeks more asphalt, equipment and changes to highway approach standards

Troy Moser, director of Road and Bridge, and supervisor Lance Geddes presented the department's FY2026 budget and several project requests on May 27. The department asked for additional funds for chip sealing and asphalt and requested equipment purchases including new tractors, a belly dump and a roller; equipment needs will vary depending on final pricing and potential DEQ grants for environmentally safe trucks.
Moser proposed two changes to county highway standards: removing the requirement to pave certain intersecting approaches (Approach Plan #5) and presenting an option to permit direct access on Major Collector roads under policy 3061.020 (currently described as "No New Direct Access"). The minutes record the request but do not show final policy adoption; commissioners were asked to consider revisions and additional analysis.
Moser also shared a vendor quote of $75,000 plus $6,000 for concrete to add a 60' lean addition to the existing 125' salt shed to house snow trucks and equipment and said commissioners asked him to obtain additional bids. Solid Waste supervisors discussed sharing a skidsteer and proposed a 4% fee increase; Solid Waste crews were also proposed to haul gravel for new scales (overtime) using material from Smith and Treasureton pits.
Commissioners did not adopt formal changes to highway standards at this meeting; the discussion advanced budget and procurement requests for further consideration.
