Horicon TID Joint Review Board reviews annual reports for TIDs 4, 5 and 6 and appoints chair

The City of Horicon Tax Incremental District (TID) Joint Review Board met via Zoom on Aug. 12, 2025 to review annual reports for TIDs 4, 5 and 6 and to handle routine board business.
At the start of the session, the board approved the minutes from its July 24, 2024 meeting on a voice vote with no objections after a motion from Katie Schwartz and a second from Joshua Maas. Maas then moved, and Lisa Pollard seconded, to appoint Katie Schwartz as chairperson of the TID Joint Review Board; there were no other nominations and the motion passed by voice vote with no objections. The board also reaffirmed Dave Magnussen as the Fifth Member at Large on a motion by Maas and second by Pollard, again passing on a voice vote with no objections.
Ben Rohr of Vandewalle & Associates provided a brief overview of the 2024 annual reports for Tax Incremental Districts 4, 5 and 6 and summarized current activities in 2025. The minutes record that the board was given an opportunity to ask questions and discuss those reports; the transcript does not include substantive details of the figures, findings or recommendations Rohr presented.
The minutes note that Magnussen’s arrival was recorded at 11:05 p.m. and that the meeting adjourned at 1:17 p.m. The record shows no votes defeating motions or any formal amendments; all recorded motions passed by voice vote with no objections.
