Utility committee divided over a four-person observation letter about Purpose Energy digesters

Members of the utility committee debated whether a memo and cover letter drafted by four attendees who visited a Purpose Energy anaerobic digester facility should be presented as the committee’s view or as the attendees’ observations.

John (who led the sewer and solid waste discussion) summarized the subcommittee work on a memo about the Vermont site and said the document was edited to temper aggressive language. “There was, at least, a majority consensus that it was part of our responsibility to provide, an opinion, ideally, an educated opinion, on what we saw up in Vermont, to the town manager, the town council, and to the chair,” John said, and reported that the subcommittee approved the memo after edits.

Several members objected to the distribution process. One member said the document “is from the 4 of us who traveled; it’s not from the full committee.” The chair confirmed copies had already been sent to the town manager and town council and agreed to circulate copies to committee members.

The debate included questions about whether committee outreach should also include meetings with citizens who opposed the plant’s siting; one member suggested talking to residents who had attended planning meetings to better understand dissenting concerns before any formal committee recommendation.
