Supervisors approve waivers but table Dollar General land development in Duncansville

Chairman Paul Amigh and the Blair Township Board of Supervisors approved two ordinance waivers for a proposed Dollar General at 16474 Dunnings Highway but voted to table both the land development and final subdivision plans until outstanding engineering and planning comments are addressed.
Engineer Eric Banks, representing the municipal reviewer, told the board Larson Design Group’s preliminary submittal shows stormwater grading directed to a proposed basin and that curbing around the parking perimeter was not necessary from an engineering standpoint; curbing will be provided along sidewalks. The developer requested a waiver from Ordinance No. 350-45.B (curbs) and from Ordinance No. 350-45.H (landscape spacing). Banks said the developer proposed planting arborvitae three feet apart but recommended no more than five feet between plants for survivability; the developer accepted the five-foot spacing recommendation.
Supervisor Brad Germaux moved and Supervisor Lou Lusk seconded approval of the waiver to Ordinance 350-45.B (curbs). The board approved the waiver unanimously. Germaux then moved and Lusk seconded approval of the landscape-spacing waiver on the condition the arborvitae be planted no more than five feet apart; that motion also passed unanimously. Following the waiver votes, the board voted unanimously to table the Dollar General land development plan pending resolution of outstanding review comments and permits; the municipal review period for the preliminary plan runs through Oct. 12, 2024.
The developer also submitted a final subdivision to split a parcel owned by property owner Stephen Roberts and convey it to Dollar General. Engineer Banks said the Blair County Planning Commission review is needed and that outstanding issues remain; the board tabled the final subdivision plan at the same meeting.
Next steps: the developer must address the outstanding comments in the municipal and county reviews and obtain required permits. The board took no further action at the Sept. 10 meeting.
