Commission approves non-build waiver for Snowberger parcel; tables Harvest Glen stormwater addendum

At its Sept. 9 meeting the Blair Township Planning Commission approved a waiver and non-build declaration for a Paul H. Snowberger parcel and tabled a stormwater management addendum for the Harvest Glen development.
The Paul H. Snowberger Non-Build Subdivision, prepared by Martin Biesinger of Geotech, Inc., is located at 262 River Road in Hollidaysburg. The applicant requested a waiver to Ordinance Section 350-22.B(2) (ground contours). Eric Banks said because the plan is a non-build submission he had no exception to the waiver. Commissioners voted 3-0 to approve the ground-contour waiver, to sign the Planning Waiver and Non-Build Declaration, and to recommend conditional approval of the non-build plan pending DEP approval of the declaration.
Commissioners also reviewed a Harvest Glen Stormwater Management Plan Addendum prepared by Stiffler McGraw for S&A Homes that would expand an existing stormwater basin and abandon basins that were not installed earlier. Because Stiffler McGraw represents the developer, Ben Piper of Keller Engineers will serve as Blair Township’s representative for this plan. After discussion, commissioners voted 3-0 to table the stormwater addendum.
Secretary Dodie Amigh called for other business; none was raised. The meeting adjourned at 6:27 p.m. The next Blair Township Planning Commission meeting is scheduled for Monday, Oct. 7, 2024, at 6:00 p.m.
