Glendora planning commission approves Chase's restaurant alcohol permit, allows sales until midnight

The Glendora Planning Commission on Wednesday approved a conditional use permit for Chase's LLC to serve alcohol on-site and host occasional entertainment at 216 North Glendora Avenue, amending the application to permit alcohol sales until midnight. The commission voted 4–0 to adopt the permit and the staff recommendation of a CEQA Class 1 categorical exemption.
Staff planning technician Ryan Alcaraz told commissioners the request would allow on-site alcohol service accessory to the existing restaurant and occasional entertainment; no exterior building changes were proposed. Alcaraz said staff found the project consistent with the general plan and municipal code and recommended the CEQA exemption and adoption of the prepared resolution.
Applicant Doreen Franco and a manager who said they operate Chase's in La Verne described the entertainment as modest community events — trivia nights and small live music (two- to three-piece groups) — and said they plan to open in the coming weeks. "We're super excited about coming to the city of Glendora," Franco said.
Commission discussion centered on where entertainment would occur and allowable alcohol hours. Commissioners asked whether music would be inside the building or on the outdoor parklet; the applicants said entertainment would be inside the building. Commissioners also queried the 11:00 p.m. alcohol cutoff noted in the application. A staff member noted the 11 p.m. hour was what the applicant requested and clarified that local action regulates alcohol sales hours rather than business operating hours; the state allows later service, but staff practice historically has avoided permits beyond midnight.
Commissioner Davis moved to approve the permit amended to allow alcohol sales until midnight; Chair Timothy Kremens seconded. The motion carried, 4–0. The chair welcomed the applicant to Glendora and thanked property owner Jim Martindale for securing a downtown tenant.
Next steps: the conditional use permit approval allows Chase's to pursue final permits and inspections required for opening. Any later change to alcohol sales hours would require a separate application, fee and public hearing before the planning commission.
