Village Board approves Lacona Court vacation; declares intent to assess three subdivision plats

The Village of Howard Board on Jan. 12 approved Final Resolution 2026-01 to vacate a portion of Lacona Court, a measure the board said will allow an extension of the roadway and relocation of the cul-de-sac.
Administrator Paul Evert explained the statutory process for a right-of-way vacation and opened a public hearing; no members of the public spoke. Trustee John Muraski moved to approve the final resolution and Trustee Maria Lasecki seconded. Trustee Craig McAllister announced he opposed the associated development; the motion carried 7-1 (No: McAllister).
The vote followed staff explanation that the vacation facilitates an adjoining development proposal. The board did not take additional conditions on the resolution during the meeting.
The board also considered two preliminary resolutions declaring intent to exercise special assessment powers under Wisconsin Statute Section 66.0701. Director of Engineering Josh Gerrits summarized the Kropps Corner subdivision and said the assessments for Kropps Corner would be borne by the developer. Trustee Maria Lasecki moved to approve Preliminary Resolution 2026-02; Trustee Cathy Hughes seconded and the motion carried unanimously.
Gerrits then described the phased development and assessment responsibilities for the Plats of Mainline Estates and Glendale Estates. Trustee Maria Lasecki moved to approve Preliminary Resolution 2026-03 and Trustee Adam Lemorande seconded; that motion also carried unanimously.
At the meeting the board approved the consent agenda, which included municipal invoices totaling $1,033,275.92 (checks #86172'86291) and four new operator license applications. Those consent items were approved by unanimous vote earlier in the meeting.
What happens next: The Lacona Court vacation is effective per the terms of Final Resolution 2026-01 as recorded by village staff; the preliminary assessment resolutions establish the board's intent to use Wis. Stat. 2 66.0701 in future proceedings tied to the named plats. Any final assessment levies would be set in subsequent formal proceedings and are subject to statutory notice and appeal rights.
