The Blair Township Planning Commission on Jan. 6, 2025 recommended conditional approval of the Harker Subdivision, following an engineering review and unanimous votes to grant three waiver requests.
Eric Banks, representing engineering firm Stiffler McGraw, presented the commission with a review letter dated Dec. 20, 2024 and recommended conditional approval once all engineering comments are addressed. The subdivision plan was prepared by Kifer & Associates, LLC.
The commission approved waivers to three provisions of the township Subdivision and Land Development Ordinance (SALDO): Section 350-36.A.3 to allow a shared driveway arrangement; a provision referenced in the transcript as Section 350.G (also noted as Section 350-30G in a separate line of the record) to allow proposed lots to cross the Blair Township/Freedom Township municipal boundary; and Section 350-22 concerning plan scale. Each waiver motion passed 4-0.
Blair Township Chairman Paul Amigh explained the township’s reasons for adopting the shared driveway ordinance and stated that the township supervisors had no exception to the shared-driveway waiver in this case. Commissioner Dodie Amigh said the existing road exceeds minimum driveway requirements and would be sufficient to serve the additional lots. Eric Banks noted that the plan includes a note requiring that any additional lots created after approval must bring the existing drive up to township roadway standards.
Theresa Gillie moved to approve the waiver to SALDO Section 350-36.A.3, Chris Kriedler seconded. Gillie moved to approve the waiver to the provision recorded as Section 350-30G/350.G, Kriedler seconded. Kriedler moved to approve the waiver to Section 350-22 (plan scale), Gillie seconded. Each motion passed with four yes votes. Gillie then moved to recommend conditional approval of the Harker Subdivision contingent upon all engineering comments being addressed; Kriedler seconded and the motion passed 4-0.
The recommendation is contingent on the applicant addressing all items in the engineer’s review. The commission’s action does not constitute final municipal approval; it forwards the plan with conditions to the appropriate township body or staff for final administrative action. The commission adjourned at 6:02 p.m.; the next Planning Commission meeting is scheduled for Feb. 3, 2025 at 6:00 p.m.
