Harker family may proceed with formal subdivision application for Harker Farm Lane; solicitor declines to recuse

Engineer Eric Banks reported a sketch plan from the Harker family for a potential subdivision on Harker Farm Lane off Dunnings Highway and said the submission was intended to gauge the board’s receptivity to a future waiver request to the shared-drive/private-drive ordinance. Banks advised that a maintenance agreement for the private drive should be required in any formal application and that any future additional subdivisions would require the road be updated to roadway standards.
After comments from John, Shirley and Joel Harker, the supervisors told the surveyor may proceed with a formal application and waiver request. Chairman Paul Amigh asked Solicitor Patrick Fanelli whether he should abstain from future votes because he sits on the Blair County Sanitation Committee and Mrs. Harker is employed at the Sanitation Department; Fanelli stated he felt there would be no conflict of interest and no need to abstain.
The board’s direction allows the Harker family to advance to a formal submission; specific votes on waivers or subdivision approval were not taken at the Oct. 8 meeting.
