Township adopts credit-card policy, forwards emergency-shelter agreement to school district and accepts tractor sale

At its Oct. 8 meeting Blair Township adopted a new credit-card policy with limits on purchases and reporting, asked the emergency-management coordinator to present an emergency-shelter agreement to the Hollidaysburg Area School District, and accepted an $11,200 high bid for a surplus tractor; staff also reviewed permits, tourism letters and emergency plans in informational items.
The board reviewed a draft township credit-card policy prepared by appointed Auditor Jacob Wible and Solicitor Patrick Fanelli and voted unanimously to approve the policy pending specific edits to who is authorized to use township credit cards. The policy requires prior written authorization for individual purchases above $500, monthly reporting of credit-card purchases on the agenda for formal vote, and limits on which employees may be issued cards.
Solicitor Fanelli presented an Emergency Shelter Agreement between Blair Township and the Hollidaysburg Area School District to use Frankstown Elementary School as an emergency shelter. Supervisor Lou Lusk, the township emergency-management coordinator, will present the agreement to Superintendent Whitesel for school-district review and report back on any requested changes; the board voted to forward the agreement for district review.
The board also accepted the high Municibid bid of $11,200 for a 2002 Massey Ferguson tractor with boom mower, rejecting a $5,000 trade-in offer. Under informational items, staff reported satisfied conditional items for several previously approved subdivisions (Kandko LLC, Robertson/Weber, Kern), noted the Snowberger subdivision remains open pending DEP review, and discussed a Metz Builders permit resubmission and PMCA propane-storage permit question. A letter from local hoteliers asking municipal support to retain Explore Altoona as the county Destination Marketing Organization was received but no action taken. The board acknowledged receipt of The Winds at Mattern Orchard’s Emergency Operations Plan for township retention.
