The planning board on June 24 adopted a set of resolutions clearing the way for the Fellows SD‑2 subdivision and granted certificates of appropriateness for two historic‑preservation applications.
The board unanimously adopted Planning Board Resolution 2026‑8, a notice of determination of nonsignificance and negative declaration for application 2524 (Fellows SD‑2), and followed with approvals associated with right‑of‑way and final plat matters. Chair said the motions "carried unanimously." The board also moved to waive certain supporting‑document and public‑hearing requirements where code allows because no roads or improvements are included in the application.
At the meeting the applicant for Project 2605 (Lambert) described an addition that keeps the existing footprint and preserves architectural details; Robert Charlie Lambert said the changes are modest, adding, "we're not expanding into any more earth per se." After deliberation the board classified the Lambert application as a Type II action and adopted Resolution 2026‑11 to grant a certificate of appropriateness.
For Project 2606 (Decker) the applicant sought retroactive review of a small historic structure described as a rebuilt milk house. Board members discussed whether the work required a permit and noted earlier building‑department practice had differed; the planning board lacks enforcement authority under Section 109 and agreed to send a factual referral to the building department and the town attorney so those offices can determine next steps. The board later adopted Resolution 2026‑12 to grant a certificate of appropriateness for Decker while recording that enforcement and any penalties are matters for the building department and town attorney.
Why it matters: The resolutions clear major procedural steps for the Fellows SD‑2 application and record the planning board's intent to proceed with final plat actions and certificates tied to preservation. For the Decker matter the board emphasized limits on its enforcement authority and instead used referrals to other town offices to address alleged code violations.
What comes next: Staff will finalize conditions and update the online record; multiple related public hearings (including other projects) were scheduled for the board's July 22 meeting.
